To increase effectiveness and achieve faster rural energy access, the government of Kenya in its “Sessional Paper No. 4 of 2004 on Energy” and promotes the development of renewable energy options such as micro – hydro power plants. The Energy Act of 2006 encourages private investment on energy generation and distribution to a maximum capacity of 3MW (Energy act, 2006). It is approximated that Kenya is endowed with at-least 3000 MW of electricity through small-, mini-, micro- and pico-hydro electricity (Energy sessional paper No.4, 2004), it has a potential of producing 2000 MW from geothermal, it can utilize the barren land in Marsabit to supply 100 MW to the national grid and harness an average of 4 – 6 kW/m2/day from solar radiation (UNDP, GVEP, 2003).
